Title: AGM proposal clarification needed

Having received my letter through about the AGM, i have read the proposal for next season & was hoping someone could clarify something for me.

It mentions that the club will hire 1 hours track time & have 1 race, split into two 25 minute sections!
Does this mean that the 1st section of the race is effectively only a race to determine grid positions for the 2nd section, as it makes no reference to how points will be given?
