How much do they charge for testing on the Friday? and also can you stay overnight at the track on the Friday and Saturday night?

Silverstone website v cagey!  :-X
Last I heard I think it was £140 for 100mins of testing over 3 sessions, sharing track with Caterhams. Staying over shouldnt be a problem, we have 1 race each day Saturday & Sunday & I expect a lot of people will be turning up Friday evening.
Draft timetable from BARC site here: http://www.barc.net/competitors/race_timetables/hq0902-01.php  :)

If they enforced that, they wouldn't get any marshals attending, let alone racers!

What they probably mean is no tent pegs into the tarmac!
