Acceptance of 2005 AGM Minutes - Accepted

The Championship
Only 6 people entered the whole season in 1996.  The entries for the 24hr race and Mallory Park (24 cars) kept up the grid average.  If the average drops then we are in danger of being stripped of championship status.  BARC's break-even figures are based on a grid of 20 cars.  BARC have suggested that we look at becoming an Endurance race championship.  After much discussion on the various options for the format of the championship a vote was taken:-
Sprints only (plus the 24hr race) - 5 votes
Endurance races only - 6 votes
Stay as is - 4 votes
Abstain  - 3 votes

Sprint Cup
By default of the vote in "the championship" above, this will not be running in 2007

Enduro Cup
There will be no separate Endurance cup as it will now be "the championship"

24 Hour Race
Thanks to Stingray for sponsorship and thanks to Steve Panas and Paul Robertson for the organisation of the 2006 race.  To be arranged for 2007.

The matter of whether or not BARC membership is required for Day Members was also discussed.   The committee too look into changing the race regulations so that guest drivers do not need to join BARC and do not need to be registered for the championship.  Main drivers, or drivers wanting championship points would still need to join BARC, 2CVRC (as a racing member) and register with BARC for the championship.

Associate Membership Fees - No change

Website - Cost of website?  It was pointed out that we are paying Dick and Yvette the professional rates to do a profession job with our website whereas in the past it has been done by volunteers.  Trevor Williams and Pete Sparrow will be going through every page on the website over the next few weeks to check on currency of the content.  Pete to continue in his role of Web Liaison Office over the next year.

Communication - valid and up to date e-mail address was wanted from everyone to enable good communication within the club (these will be on the membership application forms for 2007)

The possibility of e-mailing out Snails' Pace Magazine is being looked at.

There are only 14 bookings for he dinner dance so far.  If the numbers do not increase soon then the even will be cancelled.

The committee are looking into changing the legal status of the club to a limited liability company.  As this would be a change in the club's constitution it would need a positive vote from 50% of the club's full / racing members at an EGM.

Trevor Williams is considering resigning as club chairman so volunteers for the position are asked to speak to Trevor.

Nathan Pascoe has written a 2CV racing computer game.  Thanks to Nathan for his hard work.  More information about this is available on the club website.

Sporting Regulations:

Race Meeting and Championship Format
Revisions to the race meeting and Championship format to be made as agreed at the AGM

Carried - see notes under "championship" above.  BARC to be asked to organise our championship to be Snetterton 24hr race plus 4 races.  The wish list for circuits to be included:-
Anglesey - 10 votes
Brands Hatch - 0

Oulton - 7
Pembrey - 10
Silverstone - 8

This is assuming that the Enduro format suggested is adopted.
These would probably be Pembrey, Anglesey, Mallory and Silverstone.
At each meeting run three sprint races of approx 15 mins duration each. Qualifying would be very short on the Sat morning or could even be taken from the enduro qualifying. Race one would be early on the Saturday with race two to be later in the day. The top places in race one would be reversed and the top five would carry "success ballast". Race three to take place at the earliest point on Sunday would be the finishing order of race two with the amount of reversal being dictated from a draw. Again the top five from race two would carry "success ballast". The enduro race to start later in the day. At the next venue the top five in the series would carry "success ballast" through qualifying and into race one. Points scored to be 15, 12, 10,9,8,7,6,5,4,3,2,1. One point for race one pole, one point for fastest lap and one point for each leader of the race.
Cost would be in the region of £1200 for the 12 race series. If you are doing the enduro no cost in getting there. If your car is only doing enduro then there is the chance of clawing back your costs via a hire for the sprint series. Likewise if your preference is for sprint then a hire for the enduro is possible either as a complete hire or half drive. Putting time between each race enables any problems to be resolved.

After much discussion it was agreed that any such races would not form part of the championship, especially as it was already agreed that the championship would be endurance race only in 2007.  9 people present agreed that they would put up a deposit of £200 within 7 days to confirm their participation on this series.  It was agreed that if Steve could get enough deposits in within 7 days to make the series viable then it could run.  Steve would remain in contact with BARC over the following 7 days.

Allow the use of "Belgian Style" front arms

Arms are getting to be in short supply and something need to be done to resolve on-going king pin problems.  Nail Thompson distributed photographs of the arms on Richard Dalton's "Belgian" car.  Currents arms are still to be legal.  Paul Robertson advised that he felt that the "Belgian Style" arms would be much stronger that the current arms so would potentially offer a large advantage to those people using them.  Wording to be decided by technical committee.

Allow the use of a 2CV Racing Club supplied lumenition chopper which fits directly to the cam without the need for points advance weights

The approximate price of these from "Belgians" is £10 each.  Can prevent the need for camshaft change if the camshaft moved forward and smashes the points box.

Allow the oil drilling in the end of the cam to be plugged to prevent the points nose being pushed out

May help to prevent problem of camshaft moving forwards as discussed above.  To be optional and it was noted that some people already have this done to their engines.

It as also agreed that the weight limit would be fixed for 2 years as there is precedent for this.

Remove the requirement for compression ratio to be marked on the Piston (as it no longer is on current stock, which although we have allowed, technically is still against the rules) and insert a suitable wording to ensure pistons are made in Aluminium to the standard design and weight. (Wording to be confirmed by technical committee)

Cylinder head machining add the following in rule 5.7.1 after "Machine the cylinder head...."
Any machining of the cylinder head or barrel must be at 90 degrees to the bore and any machining must be continuous over the whole of the plane of the mating surface of the barrel. It is not permissible to machine a step into the mating surface.

Change the rules on the Coil due to recent lack of availability.  Proposal is that coil is free, or specify model number, but source free.
Roy informed the AGM that he currently has these in stock and they are readily available.  His Supplier is Iron Eagle in the USA.

Change the rules on ignition. Proposal on Lumenition is more tricky but if it is no longer available, then like last years tyre issue we need to change the rules.  Details to be worked out by the Technical committee.

Effective means of ventilation (MSA E12.2.10).  Car to have an openable vent flap, or drivers window to have a ventilation hole (minimum size to be stated) or be openable as original design.

No Advertising on rear screen/side windows (MSAJ20.2.2).  2CV regs to duplicate MSA reg.  (There was an issue at 24 hr race with this and although allowed this year, it will not be allowed again, so better to make it clear in our regulations)
It was discussed that instead of being added to our race regulations, that it would be added to the specific race regulations for the 24hr race.

Ground clearance to include the exhaust. (This is implied, but since this is often the lowest point it may be worth making it explicit to remind people before we have anyone refused to race)

Rule 5.10.1  High level rear brake light. To be compulsory in rear window.  (I thought this was in the regs, but it doesn't seem to be.  Given we can't see the brake lights when behind another car it seems sensible)

Tyre make to be free

Trevor Williams explained that Firestone 145x15 tyres are now being manufactured in the USA and that Northants Tyres would be stocking them.  Anyone wishing to order tyres to contact Trevor.

Change the name of the club to "Classic" 2CV Club or some similar name that may be suggested at the meeting

We drive to, attend and report on all races each season, take 400+ photos at each meeting, write reports, publish to web, manage non-race web items (drivers profiles, team details, sponsorship etc) supply pictures to Snail's Pace, manage the forum, manage e-mail facilities, design posters, stickers and marketing materials.  Actually our costs are only just about covered.

We like what we do for the Club and indeed it is for-the-club, not driven by some external motive.  Please use the Internet resource (by sending stuff in for publication) as much as you can because it will result in  extra visibility for the Club.

It is difficult for me to comment to fully, I am not party to any details... However a couple of things have happened... Since the website has been managed over the last few years, it is more professional, easier to use, more informative, more up to date, and more impressive than site such as the EERC web site or similar more "presitigeous" series. I myself am gratefull for the site and the information it provides.

Hello Pat,

Thanks for your kind remarks - we are very pleased to have done our bit for the Club's visibility.  

We enjoy meeting the club people and I am sure that the 2CV Racing Club is special,  because it is friendly, helpful and professional as well as providing close interesting and (often) exciting racing.

Now that the communications objectives are being made clearer  we can let more people into the secret which might lead to more supporters, sponsors, drivers..........
